Disclaimer: This tutorial will only be demonstrated for use in Photoshop.

Open Photohop. Open any picture file of your choice. Now once you open the image. Click Ctrl + D, to create a duplicate layer. Make the top layer is selected, then go to the Filter Menu - Blur - Motion Blur. It will open a Motion Blur setting box. Angle should be 0 degrees and distance between 25 to 35 for an effect that’s just right. Click ok. Now turn off that blurred layer. 
Go to the Window menu and click Animation to bring up the animation widget (usually at the bottom). If the animation widget is in (this) view, change it to frame view by click (this) button. You will see one thumbnail (frame) in the animation widget like (this). Okay, once that is done, you will now create a new frame like so (x). With the second frame selected, turn on the blurred layer back on. Go to the first frame and it should not have the blurred layer on. 
Now you have to time it. You will see seconds under the thumbnails in the animation widget. Simply click the arrow to choose from different secs. and/or mins combinations. I chose 0.5 seconds for the first frame and 0 seconds/no delay for the second frame. Now under the first frame you will see another arrow, click that and change it to ‘Forever’ so that it continuously loops. 
File Menu - Save for Web & Devices. Change to GIF format in the drop down menu located under the Preset drop down menu. Click save and to the desired location on your computer. Viola! Fin. Completion. You did it, you should be proud. I am proud of you! :)
